The City of Tshwane Metropolitan Municipality is run by a coalition between the ANC, ActionSA, EFF and other parties.

General Information

The City of Tshwane Metropolitan Municipality (also known as Tshwane) is located in the northern part of Gauteng Province and is the capital of the Republic of South Africa. It is one of three metropolitan municipalities in Gauteng province. The City of Tshwane is the largest metropolitan municipality in size when compared to the two other metropolitans in the province with an estimation of 300 million population with high growth. Tshwane contributes nine percent of South Africa’s GDP, with R313 billion GVA.

Since 2000, the City of Tshwane has been under the ANC-led government for three consecutive electoral cycles. However, in the 2016 and 2021 local government elections, the ANC coud not garner the required majority to govern the city for the first time. Since 2016 to date, the city has been under a coalition government.

The council has 214 seats in the council, with 16 political parties represented in council. The ANC is a leading party with the highest number of seats at 75 and the second highest party is the DA with 69. A political party or coalition requires a minimum of 108 seats to govern the council.

Historical Timeline

Tshwane has experienced five changes to the Mayoral position, all of which were preceded by the changes in the Speaker’s position. The coalition in Tshwane has been characterised by political instability, frequent motions of no confidence in the executive, disruption of council meetings and frequent change of the executives. At one point the municipality was placed under administration by the provincial government, while service delivery is a serious challenge in the city.
