The African National Congress (ANC) in Gauteng has set its sights on the city of Tshwane, which is still run by the Democratic Alliance (DA)-led coalition. The ANC has been on a mission to reclaim all metropolitan municipalities in the province. The party began by reclaiming the city of Ekurhuleni and recently, the city of Johannesburg. The ANC devised a political strategy to reclaim the metros in the province by forging a good working relationship with the Economic Freedom Fighters (EFF) and other political parties represented in various councils. After the 2024 national and provincial elections and the formation of the Government of Provincial Unity (GPU) in the province, the ANC cemented their political relations with political parties represented in the GPU and extended that political relationship to local government. As a result, a new concept of the Government of Local Unity (GLU) was formed to realign coalitions and political party alliances in the province of Gauteng.
