The Koukamma Local Municipality is situated in the Sarah Baartman District Municipality alongside the Indian Ocean coastline in the south-western area of the Eastern Cape Province. The Western Cape Province is not far to the west.

The municipality’s western border is the Bloukrans River which separates the KouKamma Municipality from the Western Cape Province. The municipality is known for its dramatic scenery, low population density and scattered towns and villages. The coastal belt of the KouKamma Municipality is known as Tsitsikamma and is home to dairy farm, forestry and a wealth of tourist activities.

General information

Koukamma neighbours the Dr Beyers Naude Local Municipality in the north and the Kouga Local Municipality to the east. It is one of seven municipalities in the district. The administrative centre for the Koukamma Municipality is Kareedouw, and Tweeriviere is considered the commercial centre. Koukamma is a relatively poor area that reports high unemployment and low levels of literacy. Settlements are scattered and far from each other, which poses challenges to the development of infrastructure and basic services such as water, sewage, electricity and sanitation.

Historical Timeline

The powers and functions of the Mayor are set out in section 56 of the Structures Act. The Mayor is the political head of the Municipality and exercises both statutory and ceremonial functions. An executive mayor is entitled to receive reports from committees of the municipal council and to forward these reports together with a recommendation to the council when the matter cannot be disposed of by the executive mayor in terms of the executive mayor’s delegated powers.
The speaker’s role in a municipality is key to ensuring oversight, accountability, integrity, discipline of office, and the efficient running of council meetings. As such, impartiality in the exercise of his or her function is essential for the speaker. The speaker must distinguish between his or her activities as a politician and his or her functions as a speaker. It also means that the function of the speaker and the non-partisan exercise of that function must be respected by members, parties and interests represented in the council.
