Langeberg Municipality is a Category B: local municipality, located within the Cape Winelands District Municipality in the Western Cape Province.

The municipal area covers approximately 4 517.4 km2. According to the population growth estimates, of Stats SA, the population figures for the area indicates a number of 119 962 residents and 31 000 households in 2021. The municipality is known for its beautiful tourism sites and relaxed hospitality which awaits you in this quaint country town. With spectacular scenery of Victorian buildings, jacaranda-lined streets, rose border vineyards, columns of red cannas, the majestic Langeberg Mountains and the Breede River, all form the backdrop to this delightful Cape Winelands town.

General Information

This is one of the 11 municipalities in the Western Cape under the DA and FF Plus government of coalition.  The municipality has always been under coalition government since the inception of local government in 2000. It was during the 2016 local government election, that the DA managed to get the total control of the municipality.

Composition of Council

There are a total of 23 councillors with 12 being ward councillors and 11 being proportional representation councillors. The Democratic Alliance (DA) has the majority seats of 10 councillors. The African National Congress (ANC) has 6 seats. Freedom Front Plus (FF Plus) has 3 seats. Another 4 parties each have one elected representative on the council. One GOOD member, one People’s Democratic Movement (PDM) member, one Langeberg Independent Party (LIP) member and one Patriotic Alliance (PA) member.

Historical Timeline

The powers and functions of the Executive Mayor are set out in section 56 of the Structures Act. The Executive Mayor is the political head of the Municipality and exercises both statutory and ceremonial functions. The Executive Mayor may appoint a Mayoral Committee (MAYCO) that will assist in making decisions, proposals and plans that have to be approved by council. The mayoral committee may not consist of more than 10 people or more than 20% of the sitting councillors.

The overall principle in the determination of the function of the speaker is that the speaker is in charge of the legislative arm of the municipal council. This means that he or she must guard the integrity of the legislative process. Further, the speaker must protect the ‘checks and balances’ between the legislature and the executive, in other words, the ‘oversight’ that the council must exercise over the actions of the executive.
