A historical overview of coalition governments in the province of KwaZulu-Natal

This Policy and Practice Brief (PPB) provides a historical overview of coalition government in the province of KwaZulu-Natal. Coalitions at local government have been unstable and dysfunctional, especially in metropolitan municipalities, and this has led to criticism from various sectors of society that coalitions are bad for South Africa. However, there are notable lessons of stable coalitions at the local level, especially in the province of KwaZulu-Natal, and this has been largely attributed to the fact that KZN in all municipalities in the province uses the executive mayoral committee system as opposed to the executive mayoral system. In a nutshell, the PPB aimed to provide a more nuanced view of the phenomenon of coalitions in South Africa and to demystify the notion that coalitions are bad.
