Cllr Gary van Niekerk’s (National Alliance) resignation as Executive Mayor of Nelson Mandela Bay signals a strategic shift in local governance dynamics, particularly under the coalition agreements led by the African National Congress (ANC). The ANC has pushed for its Cllr Babalwa Lobishe, the Deputy Mayor, to replace van Niekerk in alignment with the ANC’s stance that the majority party should lead a hung council. The aim is to reverse the trend of “kingmakers” occupying the highest executive positions in councils, which had become a trend a some hung councils.
